Try : In your browser search bar , type discussions.apple.com . If it works out , tap the share icon ( square with up arrow) then " add to HomeScreen . Tap that icon to visit the Community .

Unfortunately, there is a bug in the forum right now that will randomly (and inaccurately) display that message, in addition to the real cause mentioned by IdrisSeabright. If it happens just redraw the page. If it is consistent for a given link it probably is a removed post.

You may also see that if you try to go to a post through a link in an email notification. If the notification is for a post that has been removed, you won't be able to get to it.
