Screen time in Safari glitches when unlocking

When I am using an app and reach a screen time limit, I can press Ignore Limit and select an option to unlock it. However, this doesn’t work properly in Safari. It briefly shows the page I’m trying to get to, then it locks it again. I have to either wait 15 seconds, close and reopen Safari, or choose the Ignore Limit option again. Why does it do this and can it be fixed?

This happens both with Downtime or with individual restrictions and affects websites where the only restriction set is Downtime so it’s not a case of multiple restrictions applying.
