Forgot Passcode, Delete iCloud Data

Hello, so I forgot my passcode on my previous iPhone and i keep getting a notification saying ‘Some iCloud Data Isn’t Syncing’ then when I try to click ‘Resume Data Sync’ I put in my current passcode and it asks for my previous’s phone passcode, which i obviously forgot, so i click more options and the only option is to ‘Delete iCloud Data’. Im scared to do this as it is very vague on what it is and isn’t deleting. I need confirmation that my photos will not be deleted (I have optimize iPhone storage setting on in my iCloud so my pictures aren’t stored locally on my phone). I saw somewhere online a person say that if i don’t have Advanced Data Protection on (which i dont have on, its off) that my photos will not disappear, however i dont trust it and need someone to give me proper confirmation. I also cannot pair with my apple watch until i fix this issue because it uses end to end iCloud encryption or something. I’ve attached as many screenshots as i can. Please do help.
