Can you tell me, if it was not saved on the phone, is it possible that it was saved on iCloud, for example? How to be in such a situation? Is it possible to find some solution and restore the record?

You need to delete things off your phone you don't need or use, to free up space. That can include Apps, Music, Photos, Files, Messages, Email, etc. If you are out of storage, the next time you purchase a new iPhone, make sure you buy one with the most memory you can afford. Once purchased its storage is fixed for the life of the phone.

No there isn't. Because being out of space meant it wasn't stored anywhere. Sorry.
The screen recording was not saved to your iPhone or to iCloud. The data for the video is gone.
