ios18 Features for iPhone pro users based in Europe

I own an iPhone 15 Pro Max, and and based in Europe. Whilst I understand that some of the new Apple Intelligence features, specifically ChatGPT integration is a problem for European regulators, can someone please explain to me why none of the iOS 18.2 features such as mirror iPhone and new photo features like removing background items (clean up feature) cannot be released for European customers. I feel that I was a little bit conned into buying the new iPhone 15 Pro Max model with the promise of all the wonderful features to be released but never came to Europe. I may as well have stayed with my iPhone 13 Pro Max.
