No. Apple Support doesn't respond here on this user to user only forum. If you have a qualifying device, have you gone through the link, which was posted above by Katana-San to make sure you have configured everything appropriately? You can't be in the EU. Your phone can't have been manufactured for the China Market (in Settings > General > About > Model, if it is for the China market, the model ends in CH/A and you have to set the language AND Siri language to one the supported languages.
