My mother in law died and had an iPhone 11 and we can’t get into it. Is there a way we could?

We were left all her stuff when she passed she pushed everyone away. But she’s gone and my husband wants to reuse the phone it’s in perfect shape but she never wrote down passwords or told anyone anything of the sorts with this stuff. We would like to reset it and reuse it if possible can someone please help us?!?!
