Yes, you can.
If you restore the iPad to factory state using a computer, it will load a new copy of iPadOS.

iPadOS updates cannot be deleted, but I think I know what your iPad’s problem is.
Apple Intelligence is only available on certain models. Even with iOS 18.1 a later, you need an iPad with an A17 Pro chip, a M1 chip, or later. Also, your device’s language has to be set to English, and its region has to be set to one of the available regions (US, UK, Australia, Ireland, New Zealand, South Africa, and Canada). If your device’s region is in the European Union, you can’t use Apple Intelligence inside the EU, but only when traveling away from the EU. More support will be coming later. If you’re not sure whether your device is one of the compatible ones or not, go to Settings. There should be a section called either “Apple Intelligence & Siri” or “Siri.”
If your device is compatible, then go to the “Apple Intelligence & Siri” section of Settings, and click “Get Apple Intelligence.” It should start downloading, so make sure you’re connected to the internet (Wi-Fi is the fastest). You should get a notification when Apple Intelligence is ready.
If you experience an issue with Apple Intelligence that you need to let Apple know about, submit a bug report on Apple’s feedback page under “iPhone.”
If you have an issue with Apple Intelligence that you need to talk to an Apple employee about, contact the Official Apple Support.

You should be able to. My iPhone 16 pro is on 18.2 only way to get apple intelligence to work is by changing region to UK and siri to English UK. I refuse to do the fresh install.
Ultimately, you will need to put your iPad on DFU mode and connect to pc or mac and download a fresh software.
Before you go through restoring your iPad, exactly what model iPad Pro do you own? Not all iPad Pro's can support Apple Intelligence. You need one with at least a M1 Chip. That would be iPad Pro 5th Generation or newer.
