When I tried to download an app or get more storage, it kept sending me a bill saying that I had to pay almost $300 for a subscription that I never paid for and it’s messing up my storage because my phone keeps freezing and crashing.

Your description of the issue is slightly confusing. All you say is you never paid for a subscription. If you owe money for a subscription, Apple will require you pay it before they will let you do anything more with the store.
