Unable to change Apple Account on my iPhone with error "This device cannot be used to receive Apple ID verification codes"

Hello, I'm trying to change my iPhone's Apple ID to my new one which is activated on my Mac. It appears on the list of my Apples Accounts but no codes and it says "This device cannot be used to receive Apple ID verification codes" please fix my problem and help me thank you

You have not registered this device in the two factor authentication. As such, you cannot receive verification codes on it. Try and receive your verification code on a different device
