How Does AirPlay Present Devices Based on User Location?

Selecting AirPlay lists the available devices. These change order based on the room you’re in with that room being at the top. I can see that the devices vs rooms might be obtained from HomeKit but how does the phone know which room you (and the iPhone) are in? Is it triangulating with the devices themselves using Bluetooth?
