Why Apple made category under refund if a minor purchased without permission?

Why did Apple make a category under the refund option for minors purchased without permission if they have to refuse a claim to everyone? It is just misleading and to meet any legal requirement to keep themselves safe.

They don't give a reason; they just say, Not eligible for refund. More funny, there is a review option, and it gives you the same repeated answer, wasting your two days. So it all looks like a darama. I asked with their so-called higher authority that they should either give me reason/grounds for rejection, which is my right to know. But she refused rudly and said you can request and we can refuse without giving reasons ridiculous. Why they are wasting customers time and misleading. Then remove this option from their website. It looks they are just putting this option in place to meet some legal requirement, not to issue any refund under this option; otherwise, what else strong reason could be other than a special need minor made a purchase without permission?
