trouble with iCloud keychain

I want to set up Face/Touch unlock as part of multiple authentication for an external website.

1) iCloud keychain needs to be present, but is currently not playing well with others

2) this may be because system setting will not let me explore security keys until December 5 for some unknown reason related to by recently setting up 2-factor authentication.

Can anyone make some sense of this and are these two points related?
