Can't use mobile number for iMessage or FaceTime

I had an account which I created using my mobile number, for some reason I deleted that account. I also got confirmation from apple that the account is now deleted. Later I created a new account using apple email id and now on my iPhone I am trying to add that mobile number in Sign in and security along with the email id. But when I enter the number it throws error that the sim should be present in any of the apple devices, although the sim is present in the same iPhone. Another error is I can't use this mobile number for iMessage or FaceTime.

Since I have deleted the account associated to the mobile number, I won't ever be able to use that number for iMessage or FaceTime ever?

I talked to Customer Support, they mentioned that in the article - How to delete your Apple Account - Apple Support (IN) it is mentioned that once the account is deleted I can't use that mobile number ever for the services mentioned in the link which included FaceTime and iMessage, but I don't see this mentioned clearly anywhere.

Has anyone faced this issue previously, please help me out.
