Many years ago I purchased U2's The Complete U2 on iTunes. There were many rare and previously unreleased titles in the huge collection. But now in the Apple Music Store It is nowhere to be found. I have continued to keep my iTunes Match account up to date and have been a iTunes and Apple Music user consecutively since this purchase. Where are my files? Anyone else have this issue?

The music will not be available If the songs are no longer available in iTunes Store. Did you make a backup as recommended by Apple at the time of purchase?

iTunes Match and Apple Music are library syncing services rather than backups. From Subscribe to iTunes Match - Apple Support:
iTunes Match isn't a backup service, so make sure you always have a backup of your music collection before you make any changes.
Make sure to have your full collection downloaded to at least one computer with backups of the same. Make additional backups of any digital purchases. The online versions can be withdrawn or altered without notice. Its there in the small print.

yeah, i did. but those hard drives have since failed unfortunately. using iTunes Match was supposed to be a backup in and of itself. i literally still have files from before that are in the cloud that haven't even ever been on iTunes. it's incredibly frustrating. i'd like to have my $200 back.

It appears that the original set came out back in the days when iTunes Store songs had a 128 Kbps bit rate and had DRM on them. It was removed from sale on December 20, 2007.
When iTunes Plus came out in 2009, people who already owned the set got the chance to pay an upgrade fee to get 256 Kbps files without DRM, but the set was not available to new purchasers.
I don't see any indication that there was a physical release (on CD) that might offer hope (however slim) of finding a second-hand copy in a record store or on an online marketplace site. However, the discography on the above site – and other fan sites – might help you to track down whatever pieces of the set are still available in some form.
