turn off passcode not working on iPad since update to iOS 18.1.1

This worked until latest update. I have done all the steps explained by Apple Support. That is, I have turned off all services under Use Touch ID For. When I follow Turn Passcode Off, then Turn Off, I am told

"Reset Touch ID to Turn Off Passcode. Your passcode cannot be turned off while Touch ID is set up. This is to ensure you can always access your iPad. When I follow OK, I get back to where I was.

What do I have to do in addition to turning off its use for all the available services? Or, is this just a recent bug?

Turns out I had to delete all the fingerprints I had previously recorded. I didn't imagine this could be so dumb. Of course I may want to turn Touch ID back on, for instance when I travel. Why must I record fingerprints again. Rhetorical question - never mind.
