when apple intelligence is turned on, phone always asks the be unlocked before making a handsfree call

When apple intelligence is turned on, phone always asks the be unlocked before making a handsfree call. This specifically is happening when using the handsfree Bluetooth connectivity to my car (not Apple car play). When I turn off Apple intelligence, I am able to place handsfree calls.

Any suggestions on what to do? I have reviewed many of the settings in Apple intelligence to ensure that it can work while locked but the same thing still happens.
