okay soo I added money to my Apple Card right and then appled paid someone 150$ but it was the wrong number when I go to dispute it will that person get a chargeback ? or since I apple paid with my Apple Card and not my direct card info it won’t make that person pay the 150 back I don’t want to make a random person pay that money back or have their Apple Pay restricted or go negative bc of my mistake

Assuming that you mean Apple Cash, it's cash, not a charge back. If you sent funds to the wrong person (which would be odd as you use Apple Cash with people whom you know), you can:
If the funds were not accepted, cancel the transfer of funds. Long press on the amount in iMessage to select cancel.
If the funds were accepted, ask for the money back.
