Find People and Find Devices on Apple Watch

Find people and Find Devices on my Apple Watch 9 won’t synch with Find My in my iPhone. All the people who are sharing their location with me won’t show up on my Apple Watch in Find People. As well as their devices are not showing up in Find My Devices. I have quite a few family members sharing their location with me and vice versa so it would be quite tedious to go back and re invite every single one. I have restarted both devices. Updated both devices to current. Re toggled location settings on both devices and restarted again. Made sure Find My is toggled on in watch settings. It still will not synch.
