Which Apple Watch are you using?
I guess, unpairing the watch and connecting it again would be the next step to make sure, that this is not software related:
If you open the Health App on your iPhone, and then tap on "Browse" in the right corner at the bottom of the screen, you should be able to see all health categories. Tap on "Activities" and scroll down to "Steps".
Then scroll down again to "Options" at the end of that page.
Tap on Data Sources and check, which devices are listed under Data Sources, your iPhone and Apple Watch should be part of that list.
Did you check, if your Apple Watch is listed as a source in the Health App on your iPhone?
Manage Health data on your iPhone, iPad, or Apple Watch - Apple Support
