How to recover lost Safari Bookmarks on iPhone?

I was forced to update to 17.6.1 while trying to back up my phone on my laptop. Since then all my bookmarks, favourites and reading list pages are gone from safari. 7+ years worth of favourites are gone. All my tabs that were open are gone too.

my iCloud says that they never existed but just this morning they were there. I’m genuinely so mad. These were pages from my previous two iPhones too- a 5 and a 6. I just want them back, but I assume that nothing can be fixed. Like wtf Apple???
