After the 14-day return policy has elapsed (when purchased directly from Apple) there is no return or rebate for your point-in-time purchase decision. Apple is not going to take back used products now and replace them with new products with more RAM. Never have, and never will.

Recalls are for products that are defective – like airbags that might go off when they shouldn't, and injure people riding in a car.
8 GB of RAM was not a defect – as in, "I ordered 16 GB, but only 8 GB works". If you bought your MacBook from Apple themselves, a month ago, the 14-day "return for any reason" window has now passed. If you bought your MacBook somewhere else, you could check their return and exchange policies, but I doubt if that retailer will be willing to give you a free upgrade, either.
