I try resetting device, resetting network settings on iOS 18.1.1 and it’s not working. Can’t even see the option in cellular setting.

If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support
The problem is solved by adding cellular internet networks settings, LTE internet networks settings and personal hotspot networks settings.
