M2 Macbook air trying to install "macOS Sequoia 15.1.1.
Software starts to download then we get Message "failed to personalize the software update".

Try booting into safemode then try the update from there. If successful, reboot back to your normal account and test to see if the update is verified by going to About this Mac.

Thanks for the suggestion.
I can boot into "safe mode", but as soon as I sign in it asks me to sign in again and then turns off the "mode"
I have tried reinstalling via Recovery Mode, but get the same "failed to personalize the software update" error message.
I have checked the hard drive with "disk utility" and everything is fine. I have 125 GB free for my hard drive.
