iPhone iOS 18 Photos Not Syncing

Since updating to iOS 18 (iPhone 14) Photos are not syncing to iCloud.

I have a iPhone 12 recently updated to IOS 18. No issues so far EXCEPT the Photo app says it is syncing items (it is not paused) and sits like that forever. It does this whether connected to power or not; it is on wifi (different wifi networks make no difference) and I have turned off wifi to use mobile data. I have plenty of iCloud storage. I have rebooted phone and nothing seems to work; sits there doing nothing. Everything was fine before iOS upgrade. Apples online help is useless.

It is about time that had a "Sync Now" button to force sync to take place.
