Couldn't complete setting up my old watch with my new phone.

Half way through pairing my old watch to my new phone, I get: "Couldn't set up your Apple Watch. Setting up your apple watch requires the latest account security. With an option to upgrade it. Then I get: "Setting up Apple Watch Cannot be set up" "This feature requires two-factor authentication. The Apple Account (Mine) does not support two-factor authenitication.

IOS on phone is up to date - oops 18.1.1 is now available

Two Factor is on in my apple account

Rebooted and reloaded too much to count. Updating the IOS now and will try again

This is a frustrating bug because the issue has nothing to do with two factor authentication. My mom's icloud account had two factor working just fine. Based on WonkaNY's mention of mail accounts I took a look at mailboxes configured on my mom's phone and saw she had accidentally added the icloud account twice in the apple mail app. I deleted the duplicate and retried the apple watch pair/configuration which finally worked.
