No WebCam Recognition - Mini 4M to Samsung M80

Been searching for a while. New mini connected to new SamsungM80. M80 comes with its own camera which plugs directly into monitor. When going through Monitor settings I see the camera is working. I have connected the mini via HDMI or USB-C and neither gets me to a point where the system sees the camera. Tried via FaceTime, PhotoBooth, and then looked to Settings under Privacy...Camera (even checked Sound under one suggestion). Nada. Both out of the box today and both firmware/OS updated. Otherwise, works fine.
