I have a client with a shake and the "inertia" scroll causes more trouble than help. I went into settings to turn it off and it is on next time when I look at the settings. What is the solution? how can we override this?

Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.
Just to add, you might consider an inexpensive 3 button USB mouse for your client.
Mouse "inertia" scroll won't stay off, when changed in advance mouse settings
