Yes you can. I do that all the time with many of my Macs. I use carbon Copy Cloner to clone the data. I do not use the "legacy" feature that indicates it will be bootable because it is not very reliable with Silicon Macs. Then you boot into recovery from your internal drive and install the OS on the cloned drive and then it works fine as a bootable drive. There is also a process where you move all from your internal drive except the OS to the external but it is more involved and I have not tried that process but you can find that on YouTube.
