I think my purse deleted the folder with 760 notes in it. Fortunately I see them in my cloud but they are no longer on my phone. How do I get them back on my phone. I am terrified my phone is going to back up and delete them from my iCloud too.

First try the steps here:
If you don't see your iCloud notes in the Notes app - Apple Support
If you have found the setting for Notes in iCloud was already being synced and restarting the device did not help, then turn that setting off. You will see a message asking if you want to remove the notes on your device and you will want to allow that, as you currently do not have them anyway. Wait a few seconds and turn the setting back on and the notes will start to sync back to your phone.
