Apple books not working for one user alone

Apple Books is stuck at the Welcome to Apple screen. Clicking the Get Started button has no effect. This is for one user on a M4 MacBook Pro. A different user is able to use Books.

I have no pending software updates. The OS is Sequoia 15.1
