How to know if Messages are delivered?

I sent one message linked to two people the text is blue and it has the time it was sent but it doesn’t say delivered

You won't always know. It could be:

Their device is shut off
They have Do Not Disturb on
They don't have a network connection
A server problem on Apple's end
