Siri defaulting to WhatsApp for message - no “use with ask Siri” option on phone

I am using an iPhone 11 Pro, iOS 18.1; siri is automatically defaulting to WhatsApp for messages, and I have NO way to fix this.

I have scoured the boards and it looks like the only solution is “If you go into Settings - Siri & Search, there is a toggle for ‘Use with Ask Siri.’ Turn it off”

But my phone for some reason doesn’t have “Siri & Search” in settings, they are separate and neither one has this toggle anywhere.

So what do I do other than roll back to an old iOS?
