How do I get "delete after import" to work on my iPhone

I've already turned off icloud photos which everyone says, to I've upgrade every signle software on my macbook M1 and my 500GB phone, I'm trying to offload 500GB worth of photos and videos to a hard adrive like i used, but everytime i plug into image capture, it just doesn't work at all.

Can someone tell me something different or how the heck to get this greyed out "delete after import" to work. Absolutel atrocious design by Apple, nobody wants to buy your stupid storage system that's super slow and just drainign our bank accounts.
