How to fix Zip file download issues in Safari on iPhone?

I'm getting an error downloading zip files from certain websites in iphone safari.

The download list says it's complete, but it doesn't exist in the Downloads folder.

Whether it's in icloud, the downloads folder inside the iPhone, or some other random folder, the problem is the same.

However, if I touch and hold the file in the Downloads list and release my finger inside the folder in the Files app, The file is moved to the Files app.

In other words, it appears that the file has been downloaded but is not moving from safari to the files app.

Similarly, clicking on a file in the Downloads list copies it to a folder in the associated app. Based on this, the file has definitely been downloaded inside Safari.

I'm looking for help on how to resolve these errors.
