Unable to agreeto iCloud terms and conditions

Hello I’m in need of assistance. I’m prompted to click on agree to the terms and conditions. As of a week ago I was given an update on my settings and now I’m not able to agree to the iCloud portion, it continually runs in circles with no way to accept something I am paying a good penny for as I get this action cannot be completed at this time. Why am I paying for a subscription I can’t use on an expensive phone such as iPhone? Please help. Best regards.
