New HP 9130e printer. HP says Apple needs to update Mac‘s driver so that second page when printing two sided sheet doesn’t print upside down. When will Apple do this?

None here can speak for Apple. We are all just users like yourself. There is no way to know when or if that driver update is coming.

Getting a Printer to Work:
A. Reinstall this Printer:
Remove the printer, and then add it back. Sometimes, you make changes to your Mac (i.e. updates), and then printing issue come about.
B. Get the Drivers from HP:
Go here, and see if you can get the drivers, manually. This printer is compatible with your macOS provided: https://support.hp.com/us-en/drivers/hp-officejet-pro-9130e-all-in-one-series/model/2101610317. Note that getting drivers from a third-party source (not HP) may bring bugs and maliciousness and inoperability.
