Unable to color tag the folder in MacBook Pro

Using m4 pro macbook pro, air-dropped the folder from my old mbp to this new mbp, however, when I tried to color tag the folder, it is not showing up in the color tags. Seems like tagging is not working (shown in screenshot 1). Tagging is pretty good with local documents (anything I created within this new mbp).
