I only have one icloud account.
When I go to settings >"New icloud Terms & Conditions" and click "continue" I get the spinning for 3 seconds and then the spinning goes away and will not advance to the next page. It just stops spinning. I cannot continue any further. PLEASE someone help me.

Try This, but I am not sure it will workl on a iPhone 8
Go to Settings and tap your name.
Scroll down to the bottom and click "Sign Out."
Turn on the data that you want to keep a copy of on your device.
Click "Sign Out."
Tap "Sign Out" again.
Sign back in.
Reboot the iPhone and try again
I've rebooted numerous times but it still won't update.
