I'm new to desktops, I've ordered m4 mac mini, want some suggestions for the monitor.
Thinking of buying Dell U2724DE thunderbolt hub monitor.
It has thunderbolt 4 ports.
Can I connect mac mini using thunderbolt ports? And do I need separate power input for the monitor?

Yes, that Dell monitor appears to be compatible with the new Mac mini M4.
It also has HDMI input in addition to the Thunderbolt inputs. Either is compatible with the mini.
The monitor is self powered so no additional power will be required.
FWIW I use the Apple Studio display and also have a 5k LG 27" which is also excellent. The LG is much less expensive although the case not as well built as the Apple.
Isn't that the screen is from LG in Apple Studio display?
The LG screen was designed to Apple specs and appears identical to the Studio screen for color and sharpness at least to my eyes.
