Mac Mini not recognizing Touch ID on Magic Keyboard

After a restart, Touch ID options will appear in settings, but they turned off. When I try to select the options, they disappear. If I do not select an option, they disappear after a few seconds. This happens if I am connected by bluetooth or Lightening cable. I am using Mac Mini with the M1 chip.
