Safari won't unpack downloaded file

I have used the same setup for about 4 years now. I have two Mac Minis on the same network. One Mac has a large RAID 5 attached which has FileSharing enabled. The other Mac has VPN access for my work things. The machine with VPN access downloads files to the RAID shared from the other Mac. This has worked forever.


After the last Sequoia update Safari will balk at unpacking the .download file and throw an error saying, "Cannot move file." Which means that it's, for some reason, unable to move the file from the .download wrapper and into is chosen file location, which, again, is a FileShared RAID on another Mac with plenty of room.


And while I'm OK with, "Showing Package Contents," and moving the file myself it gets to be a real drag when you have to do this countless times a day.


Files downloaded locally to say, "Downloads," don't suffer the same issue. So it seems to only be related to saving the file to a disk over the network.


Any ideas?

It appears to be a bug. Read Can't save files from safari after macOS Sequoia update - Apple Community, and this excerpt in particular:

Describe the problem as accurately and as thoroughly as you can, provide all your relevant system details, review it for accuracy to the best of your ability in your language, and then submit the report.

If it is in fact a bug introduced with Sequoia, Apple will address it... eventually. And — if it is a bug — that will take a few weeks, minimum. During that time Apple will not reply to you directly, nor will they publicly announce anything. Be patient, and keep your Mac up to date. That's all any of us can do.
