How to recover lost notes on my iPhone XR?

I lost all my notes on my iPhone after an iso 17.6.1 update, how can I recover them???

Easy Fix:

Open Settings App

Tap your name at the top

Tap iCloud

Find Notes and turn the switch on, but if on, turn it off, then back on

I have a few notes showing, but not the ones I had stored locally on the phone it seems?

When I go to toggle it off, it says it will delete all notes from my iPhone - should I still toggle all the way off and then back on? I don't want to lose what I already have...
