When was Apple’s most recent update to iCloud terms and conditions on iPad in November 2024

I backed up my Iphone 8 Plus to Icloud. I've rebooted the Iphone several times. I still cannot accept the new terms and conditions, so I guess I'll just wait for Apple to fix their bug. They have to know this is a big issue that affects all of their Iphones. I've never liked MAC or Apple computers. I pay 99 cents every month for Icloud storage. I haven't a clue why I need it as my storage is only 40% full. I hate phones. Give me a desktop any day.

I tried to confirm the new terms and conditions on my iPad but now all the options in “settings” are frozen. The menu won’t move when I swipe, none of the options respond when I tap them, the whole thing is frozen. I have timely paperwork that need to be signed but must be downloaded first but can’t download because I can’t accept terms and conditions….HELP

Even worse the derails for the terms and conditions are not provided in English which is my set default language. Makes it seem like phishing.

How do I select a region/language so I can accept the terms and conditions on my iPad pro?
