How do I alter the font size of a entire document

I have a document in Pages with multiple different font sizes. I would like to lower the font of the entire document by a couple of sizes, but keep the proportions the same. Is this possible?

Example. Heading size 18, Body size 11, and smaller body size 9.

desired new proportions being 15, 8, 6.

iPad Pro, iPadOS 17

Select all the text, Cmd + A, then type Cmd + Minus to reduce the text size until you like the result. Cmd + Plus increases text size one point.

From your description I think you're using Paragraph Styles so be sure to update each Style so the next time you use it the text is the correct size.
