MacBook Pro M3 does not recognise USB drives

My MacBook Pro M3 does not recognise USB drives, neither USB sticks nor external hard disks (formatted exFAT). Since I have bought the MacBook it did never work, not with macOS Sonoma and not with macOS Sequoia. The problem has been reported by other users, see for example : https://www.mactechnews.de/news/article/USB-Probleme-nach-macOS-Sequoia-Update-185794.html. There seems to be no fix so far.

How can I reach the official Apple Support to report the problem?
