iOS update uses up cellular data when on wi-fi

Both iOS 18.0 and 18.1 updates have used up my cellular data allowances when I had good wi-fi connection. Is there any way that cellular can be switched off only for these big iOS updates, or any way that I could at least be warned that cellular is used when on wi-fi? Or do I just have to remember to disconnect cellular every time I do an update?

This is also happening to me. Toggling WiFi-Assist on/off has no effect. My iPhone keeps using cellular data even when connected to WiFi. Now I'm close to reaching my carrier fast data limit for the month!

Plug your phone to power source so it stays connected to wifi.
