Is the Hover function in accessibility the same as the text loupe?

Selecting text in Numbers app the text loupe pops up but didn’t function as expected. The selection bar extends outside the loupe bubble and the bubble and sometimes the bar do not turn off when selecting outside the bubble. I discovered Hover Text in Accessibility settings and turned it on. Now bubble and bar disappear when selecting outside the bubble.
