Purple outline prevents face recognition in Photos on Monterey 12.7.6

Photos does not recognize any faces in photos that clearly show faces. Many times in info box, where you can add faces, the circle with the plus sign will be outlined in purple, preventing me from adding anyone. Occasionally the circle will have someone's face in it (a person that has been identified previously) but again has a purple outline and it will not let me click on it. Currently running Monterey 12.7.6 on my MacBook Air. What is the purple outline and why does this keep happening when people are clearly in the photo??
