Screen time limits to not block user and keep duplicating

I set up Screen time for my son’s phone and computer, but the system has so many glitches. First of all, the app limit set up to block user when limit is reached, but it doesn’t. Also the limits keep duplicating themselves in the list of limits and when I try to delete them, they re appear again and again
